Usually for a new Apple user the way to setup your Apple ID (new) is to go system settings and then Apple ID is at the top.
Sometimes this times out for a multitude of reasons which I can never find out why. It does not help there is no reason why it wont accept the creation of the Apple ID from system settings. To get round this there is an Apple website where you can create your new Apple ID from. There was a time where the only way to do it was from the machine. I think Apple blamed down on the amount of Apple IDs that people could create.
